Luc Rousseau is a graduate of École polytechnique and École des mines de Paris, and a former student of the Institute for Industrial Strategies. A senior civil servant, he has held various positions – covering industry, research, and risk prevention – within the Secretariat of State for Research, the Ministry of Industry, and the Ministry of Economy and Finance.

In 2002, immediately after the explosion at the AZF plant in Toulouse – a disaster that led to the creation of the Institute for an Industrial Safety Culture and subsequently the Foundation – Luc Rousseau was an advisor to the Prime Minister, Jean Pierre Raffarin. In this capacity, he was involved in overseeing the follow up to the accident and coordinating the 2003 Risk Prevention Act.

Over the course of his career, he headed a Regional Directorate for Industry, Research, and the Environment (DRIRE, former DREAL) and served as a board member or Government Commissioner for numerous companies and “grandes écoles”, as well as for two foundations. He later served as Director General for Enterprise from 2005 to 2012, and then as Vice-President of the General Council for the Economy, Industry, Energy, and Technologies from 2012 to 2025.


 

Luc Rousseau succeeds André Claude Lacoste, who chaired Foncsi from 2013 to 2026, after having led the Nuclear Safety Authority for nine years.
